OHAPD LIST OF GENERAL ORDERS
General Order A-1
WRITTEN DIRECTIVE AND COMMUNICATION SYSTEM
The purpose of this order is to define the function of Departmental written directives, and to set forth procedures for evaluating orders and maintaining the Departmental manuals. In addition, it establishes formal policies and procedures to provide employees with a clear understanding of the constraints and expectations relating to their duties. Furthermore, this order establishes policy and definitions for all written directives and memorandums. This will provide for proper preparation, indexing, and distribution so that all personnel concerned are kept informed of new and revised directives.

CHANGE OF COMMAND OF THE OAKLAND HOUSING AUTHORITY POLICE DEPARTMENT
All General Orders, Special Orders, Rules, Regulations and standard practices and procedures in effect on that a date specified by the Chief of Police shall remain in force until revised or countermanded by his orders.

ORGANIZATIONAL STRUCTURE
The purpose of this General Order is to define the organizational structure of the Department and to provide employees with an organizational chart depicting graphically the organizational structure.

AUXILIARY POLICE OFFICER PROGRAM
The purpose of this order is to establish and describe the functions of the Auxiliary Police Officer Program and the duties of those participating in it. It is the policy of the Police Department to utilize auxiliary police officers to supplement full-time, sworn officers and provide increased and enhanced service to Authority residents and staff with little additional cost to the Authority. Auxiliary police officers will work with full-time, sworn officers in accomplishing the Department’s mission and goals.

COMMUNITY RELATIONS AND CRIME PREVENTION
It is the policy of the Oakland Housing Authority Police Department that all employees share the responsibility of achieving the Department’s community relations and crime prevention objectives. To develop, enhance, and maintain a good working relationship with the community, it shall be every employee’s responsibility to develop community support and understanding by promoting and maintaining crime prevention and community relations programs.
General Order A-18
LAW ENFORCEMENT CODE OF ETHICS, DEPARTMENTAL VALUES AND OATH OF OFFICE
The purpose of this order is to set forth procedures for all employees to ensure that they and understand the Department’s Organizational Values and Key Principles, as well as the Law Enforcement Code of Ethics. In addition, this order sets forth policy for all sworn employees to take an oath or affirmation of office prior to assuming sworn status.

ADMINISTRATIVE REPORTING SYSTEM
The purpose of this order is to establish an administrative reporting system within the Department that provides management with information regarding agency activities. It will be the policy of the Department to utilize all data available to enhance the decision- making process. A complete analysis of relevant data will enable the Department to use available resources in the most effective, efficient manner, providing the highest quality service to our community.
General Order B-1
EMPLOYEE AWARDS
The purpose of this general order is to establish procedures for commending employees, and private citizens for acts that deserve special recognition. These awards and commendations may be based upon a specific act, outstanding performance to the public within the framework of community policing, improvement in a service delivery system, and/or leadership activities. It is the policy of the department to present awards or citations for acts of valor, outstanding performance, dedication to duty, and service by its members.

EMPLOYEE PERFORMANCE EVALUATIONS
The purpose of this policy is to establish a procedure for the completion, submission, dissemination and storage of Employee Evaluation Reports.

DISCIPLINARY PHILOSOPHY
The purpose of this general order is to state the Department’s disciplinary philosophy and to establish procedures for the disciplinary process. The Department will administer disciplinary action based upon fairness to the individual employee and in the best interests of the Department, in accordance with its values, key principles, vision, and policies.

PROMOTIONS
The purpose of this order is to e
stablish guidelines for the promotional process of sworn personnel. In addition, it is the policy of the Oakland Housing Authority Police Department to promote its qualified employees to the extent feasible.

TRAINING POLICY
The purpose of this general order is to establish departmental policy regarding training and to ensure annual training mandates are maintained in accordance with applicable laws, statutes, and/or governing procedures.

FIELD TRAINING PROGRAM
The purpose of this general order is to establish Department policy for the administration of the field-training program and to establish procedures for training and evaluating newly sworn employees.

CLASSIFICATION AND DELINEATION OF DUTIES
The purpose of this general order is to describe the classification and delineation of duties study. The study allows the Department to achieve a more efficient administration and maintain equitable treatment of employees.

SWORN EMPLOYEES’ UNIFORMS AND EQUIPMENT
The purpose of this general order is to set forth regulations and specifications regarding uniforms, civilian clothing, and Department-issued/authorized equipment for sworn employees.

NON-SWORN EMPLOYEES’ UNIFORMS AND EQUIPMENT
The purpose of this order is to set forth regulations and specifications regarding uniforms, civilian clothing, and Departmental-issued/authorized equipment for non-sworn employees.
General Order D-7
ALLOCATION AND DISTRIBUTION OF PERSONNEL
The purpose of this general order is to require the appropriate deployment of personnel by determining service demands through the use of workload assessments and computer-based or manual methods of personnel/resource allocation and distribution. It also sets forth procedures for the allocation of positions and reporting the assignment of personnel within the Department.

LIFETIME FITNESS PROGRAM
The purpose of this order is to ensure department employees are physically able to perform job related functions, and to provide information related to the maintenance of employees’ health and physical fitness. The absence of good physical fitness can have severe consequences for the individual officer, his or her partner, and the public we are sworn to protect.
General Order D-21
CONFIDENTIAL INFORMANT PAYMENT FUND AND INFORMANT BUYS The purpose of this order is to establish a Confidential Informant (CI) expenditure procedure. The CI fund is an asset of the Authority, held in the form of currency that is administered by a designated supervisor. The fund shall be utilized to pay informants and purchase contraband as evidence in furtherance of an investigation. The intent of this General Order is to identify the existence of all such funds and to insure they are strictly administered and accounted for.

INVESTIGATIONS RECOVERY FUND
The purpose of this order is to establish a procedure for processing the monies recovered in office by the Investigations Unit. The monies collected are due to overpayments to authority clients or residents, and prior delinquent payments by residents attempting to once again receive housing assistance. The intent of this General Order is to identify the procedure for collecting, documenting, and securing of all funds and to insure they are strictly administered and accounted for.

COLLECTION OF PHYSICAL EVIDENCE
The purpose of this policy is to ensure that crime/incident scene evidence shall be protected and processed as appropriate and all items recovered of potential evidentiary value shall be properly collected, recorded, and preserved. A precise chain of custody shall be maintained for collected items.

RADIO ASSIGNMENT CODES
The purpose of this general order is to set forth departmental assignment status codes and regulations governing their use.
General Order I-4
ASSIGNMENT OF SERVICE AND DISPATCH NUMBERS
The purpose of this general order is to set forth procedures for assigning service numbers to dispatched calls and activity initiated by field employees. It also establishes procedures for assigning incident numbers to copies of OPD crime reports and OHA departmental reports.

RELEASE OF TOWED/STORED VEHICLES
The purpose of this order is to set forth procedures for the release of vehicles towed and stored by order of the Oakland Housing Authority Police Department.
General Order J-3
TOWING PROCEDURES
The purpose of this order is to set forth departmental policy and procedures for the removal and storage of vehicles. This order applies to all motor vehicles as defined in California Vehicle Code Section 415.
General Order J-4.1
TRAFFIC ENFORCEMENT
The purpose of this general order is to set forth departmental policy regarding traffic enforcement stops, and to establish procedures for conducting and reporting them.

DEPARTMENTAL ASSIGNED AND TAKE-HOME VEHICLES
The purpose of this order is to state policy and procedures regarding departmental assigned and take-home vehicles.
General Order K-2
CARRYING AND HANDLING WEAPONS AND WEAPONS QUALIFICATIONS
The purpose of this general order is to set forth departmental policies and procedures governing the carrying and handling of firearms. This order also addresses the requirements for weapons qualifications and proficiency training requirements for all sworn employees.

USE OF FORCE
The purpose of this general order is to set forth departmental policies and procedures concerning the use of lethal force and less-than-lethal force by sworn employees.
General Order L-1
UNUSUAL OCCURRENCES
The purpose of this general order is to identify the planning, operation, and coordination of responsibilities in response to the resolution of an unusual occurrence that significantly affects Authority property.
General Order L-4
INCIDENT COMMAND SYSTEM
The purpose of this policy is to inform employees of the provisions of our Standardized Emergency Management System (SEMS) and the Incident Command System (ICS) and to establish system activation criteria, command protocol, training exercises and documentation.
General Order L-8
EMERGENCY MOBILIZATION
The purpose of this general order is to establish mobilization procedures for maximum utilization of law enforcement resources during major disasters or national emergency situations when normal mobilization/call-out procedures would be inappropriate or ineffective. All employees of this Department shall comply with the provisions of this order, as well as with Section 3100 of the Government Code.

COMPLAINTS AGAINST DEPARTMENTAL PERSONNEL
The Oakland Housing Authority Police Department recognizes that the integrity of the Department depends upon the personal integrity and discipline of each employee. It is the policy of the Department to investigate all complaints of alleged misconduct against its employees to equitably determine whether the allegation is valid, and to take appropriate corrective action. The purpose of this order is to state the policies and procedures regarding the acceptance and investigation of complaints against the Department, and to set forth the rights of personnel who are investigated.

RELEASE OF INFORMATION
The purpose of this general order is to state policy and procedures regarding the acquisition, use and release of state and local summary Criminal Offender Record Information (CORI), state Summary Criminal History, and CORPUS rap sheets, police records, department-originated materials, and challenges to refusals to release information.

CRIMINAL INTELLIGENCE
The purpose of this order is to establish procedures to ensure the legality and integrity of intelligence gathering functions. The Oakland Police Department maintains an Intelligence Investigations Division. OHA officers may utilize this unit to receive and share information on criminal activity. Officers shall also share information, and cooperate with federal and other local law enforcement agencies.

USE OF INFORMANTS
The purpose of this order is to establish guidelines that will aid sworn employees in using information obtained from informants, and to maintain control and confidentiality of informants while eliminating any perception of wrongdoing by officers.

FIELD REPORTING
The purpose of this general order is to establish procedures for a comprehensive field reporting system. A record will be made of all notable actions taken by officers in response to requests for service and/or self-initiated actions.

MANAGEMENT INFORMATION SYSTEMS
The purpose of this order is to establish measures that shall ensure protection of sensitive information maintained or processed by Management Information Systems (MIS), and to establish uniform guidelines and accountability for the use of the Mobile Data Terminal (MDT) laptops.

TRANSPORTATION OF PRISONERS AND PERSONS IN CUSTODY
The purpose of this order is to set forth departmental policy regarding the transportation, restraint, medical care, and guarding of prisoners in custody.

JUVENILE PROCEDURES
The Oakland Housing Authority Police Department is committed to the development and perpetuation of programs designed to prevent and control juvenile delinquency. The responsibility for participating in and supporting the Department’s juvenile operations function is shared equally by all departmental components and personnel. The Department encourages participation, review, and comment by other employees as well as other elements of the juvenile justice system in the development and enhancement of departmental policies and procedures relating to juveniles.

Filing of Special Events, and Surveillance Operations Plans.
The intent of this order is to change filing and reporting procedures for all Special Event and Surveillance Operation plans.

Police Service Aides Carrying of Oleoresin Capsicum.
The intent of this order is to change the Police Service Aides' authorizations to carry chemical agents (Oleoresin Capsicum) while on duty until further notice.
S04-6
Probation / Parole Case Envelopes (Bold Red Lettering)
The intent of this order to change the envelope used after completing a crime report involving someone who is on probation or parole and is eligible for violation to a white with red lettering envelope known as the Parole/ Probation Case Envelope.
S05-1
Wearing of Facial Hair. The intent of this order to change the order for sworn employees that permits facial hair and that specifically addresses mustaches and goatees.
S05-2
Day-Off Overtime Compensation. The intent of this order is to clarify two issues; (1) how many hours of overtime will be paid to employees ordered to report for duty on a regular scheduled workday and; (2) how sworn employees may also elect for compensatory time that falls under the provisions of the Authority’s Employee Manual pertaining to compensatory time.
S05-3
Vehicle Release Fees & Records. The intent of this order is to inform staff of the new fee schedule that was approved by the Board of Commissioners on July 25, 2005 and how the rates for release fees for vehicle tow releases have been affected. This order also shifts the responsibility within the department for issuing vehicle tow letters and storage of reports.

Taser Spark Test. The intent of this order is to ensure the proper way to conduct the taser spark tests. Effective immediately, supervisors or the designated watch commander shall oversee all taser spark tests.
S06-1
Felony Arrests, Supervisor Notification. The intent of this order is to inform officers that they are to notify the on-duty watch commander when they have arrested a suspect for a felony violation.
S07-1
Departmental Patrol Rifles. The intent of this order is to inform officers that effective immediately, only authorized officers will be allowed to use Departmental Patrol Rifles exclusively for training purposes.

Extended-Range Impact Weapon. The purpose of this bulletin is to familiarize Department personnel with the operating procedures of the extended-range impact weapon.

The purpose of this bulletin is to familiarize department personnel with the TASER X26 as well as its operating procedures.
